Profile of Point of Contact
Cyber Policy Contacts
The work of these points of contact may be different from, but complementary to, the work of law enforcement and other technical experts in combating cybercrime and responding to cyber incidents of concern. For more infomation please refer to CBM 2.
Foreign Affairs Contacts
The purpose of this type of contact is to facilitate work on international cooperation and dialogues on cybersecurity and cyberspace. For more infomation please refer to CBM 3.
Only the National Point of Contact to CICTE (CICTE NPC) or the designated official (e.g. OAS Permanent Mission) of a Member State of the Organization of American States (OAS) is authorized to initiate one of two processes related to the Cyber CBMs Points of Contact Directory. These processes are as follow::
Nomination: Addition of a new Point of Contact to the Member State's Points of Contact Directory.
Removal: Deletion of an existing Point of Contact from the Member State's Points of Contact Directory.
The CICTE NPC or the designated official (e.g. OAS Permanent Mission) of a Member State is responsible for updating the Member State's Points of Contact Directory and must complete the appropriate procedure and submit a Note Verbale that includes all required details. Please note all requests must be sent via email to CICTE@oas.org email copying cybercbms@oas.org.
The nominee/s must be a public official from an OAS Member State.
The nomination must indicate the category of Point of Contact under which the nominee/s will be assigned (Cyber Policy Contact or Foreign Affairs Contact).
A verbal note must include the following details about the nominee(s):
- Nominee(s) Contact information:
- Country
- Full Name
- Official Position
- Affiliated Institution
- E-mail address
- Designated category of Point of Contact designation (Cyber Policy Contact or Foreign Affairs Contact)
Procedural Steps for Updating Points of Contact:
- 1. Submission Requirements:
The designated public official must submit a Note Verbale with the required information to update the respective OAS Member State's Points of Contact Directory. This submission should be sent via email to CICTE@oas.org, with copy to cybercbms@oas.org.
- 2. Communication of Applicant Status:
The CICTE Secretariat will acknowledge the request to update the Points of Contact Directory within 10 business days from the receipt of the request (whether for nomination or removal). The acknowledgement email will be sent to the designated official who submitted the request, and if applicable, with copy to the NPC to CICTE and the OAS Mission. This communication may include requests for additional information if necessary. Please note that this timeline may vary depending on the specific circumstances of the respective country.
- 3. Update of the Points of Contact Directory:
- Nomination Request: Upon confirmation that all necessary information has been received, the CICTE Secretariat will, within 10 business days, contact the nominee using the email address provided in the Note Verbale. The nominee will be given credential access to the internal portal of the Working Group and relevant information regarding their designation as a Point of Contact. The CICTE Secretariat will also confirm via email to the designated official who submitted the request that the credential access to the portal has been sent to the nominee(s).
- Removal Request: In the case of a removal notification, a confirmation email will be sent to the designated official who submitted the removal request, with a copy to the National Point of Contact to CICTE and the OAS Permanent Mission of the respective country.
